It's not a bug.

You cannot use the massive action for more that 990 items.

You juste have to do the action 990 by 990.

You have already the possibility to do that with groups. A Supervisor can be declared in a group and you can make a rule that put the supervisor as Watcher.

The ticket resolution time is not counted in pending.
